Who's your Suburb Buddy?

Adam Hengels had a good post about fighting rising rents back in 2015. He points out that while "gentrification" battles are almost always fought on the neighborhood level, the problem is actually regional:

The battlefield is not in the gentrifying neighborhoods. It is in the more wealthy neighborhoods where empowered residents fight to keep new people out.


There are tons of pretty suburban towns, and even small cities, that could be cozy, hip, dense alternatives to Manhattan or Brooklyn, but they've got zoning that keeps apartment buildings out and stifles nightlife, giant parking lots surrounding the commuter rail stations, infrequent train service and parking requirements that drive foot traffic away. If they got their act together, a lot of people would be moving there instead of here.

Here's an example: I live in Woodside, Queens. Per capita $24,399, population density 44,500 per square mile. We've got a decent commute to Manhattan (30 minutes to Grand Central), and a nice mix of shops and restaurants (a Walk Score of 94). I'd be happy to have more people here, but if they went someplace else that'd be okay too.

If I walk down to the Long Island Railroad station, I can get a train to Hewlett and take a short walk to the village of Hewlett Bay Park, which Wikipedia lists as the wealthiest per capita place (city, town, village) in the New York metro area at $113,320. Hewlett Bay Park has a population density of just 1,382 people per square mile, and a Walk Score of 42. It's an hour and thirteen minutes to Grand Central: a beautiful walk to the LIRR Far Rockaway Branch station, then change at Penn for the 3 train to the Shuttle.

The population of Hewlett Bay Park is estimated at 437 people, which is about a third the population of my co-op. Their zoning requires that every building be built on a minimum lot size of one acre, which is about a third the size of the lot my co-op is on. If the whole village were the same density as Woodside, it could hold about 17,800 people. Think how rents would go down across the metro area!

Last year we had a huge fight over a ten story building that would have added about 200 units to the neighborhood. That building would have fit on a single one of Hewlett Bay Park's 256 acres. Or if Hewlett Bay Park allowed townhouses near the train station, those 200 units could be spread across ten or twenty acres. My neighbors and I couldn't agree on whether we wanted it here, but I'll bet none of them would have been energetically opposed to putting it in Hewlett Bay Park.

Of course it's unfair to put all the burden on Hewlett Bay Park for accommodating the million or so people who want to live in New York. Right next door is Hewlett Neck, per capita income $88,049, population density 766.2 per square mile. There are a bunch of other wealthy villages and towns that are keeping people out with exclusionary zoning.

So why, even since Adam's post appeared three years ago, do people keep fighting at the neighborhood level? I think there are two reasons: first, the spatial segregation strategy of moving to the suburbs does effectively put a lot of distance between the wealthy and the crowds, not just in terms of raw travel time, or even in terms of social networks, but in terms of migration pressure. My wife and I did look at apartments in Scarsdale, but we're the exception in our class and income bracket. Most of the people moving into our neighborhood have been priced out of Inwood or Ridgewood. The people moving into Ridgewood got priced out of Williamsburg. The people moving into Williamsburg got priced out of Greenwich Village. The people in the Village got priced out of the Upper East Side, and the people there got priced out of Scarsdale. So even if we yell at the people in Ridgewood and Williamsburg it's not going to help much.

The second reason people don't fight Scarsdale is fragmentation. There are lots of wealthy, exclusive suburbs that are keeping people out who then chain-bid my mom's rent up. Why blame Scarsdale for my troubles and not Bronxville? How do I pick one?

It might be possible to do some kind of multilayered market research and find out exactly which set of racist NIMBYs to blame for the migration into your neighborhood, but that's probably not worth the trouble. We can do this quasi-randomly, keeping to a set of basic principles:

  1. It should have a good transit commute. I do not want to take decent car-free Manhattanites and ship them out to Yorktown Heights where they'll all buy Volvos. There are in fact many New York suburbs where you can walk to shopping, walk to the train, walk to everything. If you can't walk to shopping, we'll have to zone for shopping when we zone for apartments.
  2. This should be a place that can sustainably absorb lots more people. That means probably not low-lying areas like Deal or Centre Island. Hewlett Bay Park is on the bay, but it's mostly out of the flood zone and didn't do too bad during Sandy.
  3. Everybody pile on the favored quarter. New York has some suburbs that are not wealthy. Some of them are already changing, like Newark and Rutherford. Others are too poor to be attractive to people who already live in Brooklyn Heights, like Freeport. Let's focus on the top of the food chain.

With that in mind, here are the ten places in the New York area with the highest per capita income where Google Maps gives a transit commute time to Grand Central, with their densities and their walk scores. Next time your local NIMBYs come out in force against a building, pick a town from this list. I've already claimed Hewlett Bay Park for the people of Woodside, so spread things out by picking a different town. If you've already heard someone else using a town, pick a different one. If they're all taken, pull up the next twenty. Make a bunch of buttons saying WHY ISN'T THIS BEING BUILT IN DARIEN? and hand them out. Let's see what happens!

Why I care about Suffolk County

Last year I explained why I care about transportation in the suburbs, even though I live in the city (well, Queens). But some suburbs matter more than others. Here's an illustration: last month I talked about how Staten Island affects our goals. It does, mainly because its strategic political position gives its citizens outsize power over transportation policy, and because they like to drive all over the city. But in terms of other factors, it's a relatively small player. Look at how many vehicle miles were traveled (VMT) in the borough in 2005:


According to the EPA, vehicles were driven 2 billion miles in Richmond County in 2005, or 4,215 VMT per capita. That is just 1.29% of the 155 billion total VMT in the region that year. According to the National Highway Traffic Safety Administration, 56 people were killed on Staten Island's roads in 2005, which was 1.56% of the 3,601 total people killed in car crashes that year.


If every Staten Islander sold their cars tomorrow, it wouldn't make that big a difference in pollution or death. But if you look at those charts, there are other counties that jump out at you. Queens, Nassau, Monmouth and New Haven counties are all on the bigger, left-hand pie in both charts, meaning they contribute over 4% of VMT and fatalities. And the biggest culprit is Suffolk County.

In 2005 there were 19.8 billion vehicle-miles traveled in Suffolk County, which roughly covers the eastern half of Long Island, 12.8% of the regional total. 402 people were killed on Suffolk's roads, 11.2% of the total. That gave it the largest share of both measures by a wide margin. Any changes we make in Suffolk can have a big impact on the region's health.

On a per-capita basis, there were 13,171 miles driven for every man, woman and child in Suffolk county, and 27 people were killed out of every hundred thousand. The county with the lowest VMT per capita was Brooklyn (1,951) and the lowest fatalities per capita, believe it or not, was the Bronx (11 per hundred thousand).

If the average person in Suffolk county only drove 1,951 miles a year, it would bring the county's annual VMT down to 2.94 billion, an 85% reduction. If we could bring Suffolk's per-capita road deaths down to the level of the Bronx we would save 282 lives.

But that's really ambitious. What if we just brought the road deaths down to the regional median level of 18 fatalities per hundred thousand inhabitants, like Rockland or Hunterdon? We could still save 130 people. And if we brought VMT down to the regional median per capita VMT of 8,722, like Nassau County, its neighbor to the west? That would mean only 13.1 billion VMT, a 34% reduction, and a 4.3% reduction in the total regional VMT.

What does a 34% reduction in VMT get us, in terms of our goals? It's generally considered to be proportional to pollution. There's a correlation with fatalities, but it's not very close, as the charts show. Think, also, about the budget: in the 2012 state capital budget there was $291 million for Long Island roads. Road capital budgets are notoriously unresponsive to VMT decreases, but a 34% reduction would be hard to ignore. I'd say it would save us at least $50 million a year.

Also, since the VMT reduction is per capita, not from a mass depopulation of the East End, all those people would be taking transit instead. That would probably mean that the North Fork Branch would have enough passengers for hourly service, and the Hampton Jitney would make a killing. People would be walking to the train and to shopping, which would mean more sidewalks on those Long Island road. And you bet your ass there'd be local bus service on Sundays.

Next question: What would it take to bring down Suffolk's per capita VMT from 13,171 to 8,722?

The state budget's bogus parity

Every once in a while the debate over the New York State budget turns briefly to transportation, and we see where our leaders have their priorities. Back in January, Streetsblog reported that the Governor had allocated $150 million to the MTA Capital Plan for next year, 5.7% of the budget for that plan, while requiring the MTA to borrow six times as much. Even this paltry amount was blocked by the State Senate, until a budget deal was hashed out by the infamous "three men in a room": Governor Cuomo, Assembly Speaker Silver and Senate Majority Leader Skelos.


State Senate Budget Committee chair John DeFrancisco made his priorities clear to Glenn Bain of the Daily News: "DeFrancisco also expressed concern that funding for upstate road and bridge projects were being treated fairly," wrote Bain. "We don’t have too many MTA trains going to Syracuse," DeFrancisco told him. When the deal was finally announced, Dana Rubenstein of Capital New York surmised that "what the Senate Republicans might have been holding out for, in this case, was more money for non-city road and bridge projects."

Republican Senators, in particular Tom Libous of Binghamton, the Deputy Majority Leader, were also concerned that there would be "parity" in road funding between upstate and downstate, and last week State leaders produced a "memorandum of understanding" that would send "$751 million to the upstate regions north and west of the Hudson Valley. ... the Hudson Valley, including Westchester, Rockland, Putnam, Ulster and Dutchess counties, would get up to $158 million, Long Island would get up to $291 million, and New York City would get up to $415 million."

It's not clear what the actual basis is for the "parity" demanded by Libous and DeFrancisco. Are there the same number of drivers in the Hudson Valley as transit riders in New York City? As many drivers Upstate as in the City and the Island combined? Or is it based on land area, or taxes paid, or political contributions, or spiedie consumption? I don't have figures for those criteria, but let's take a look at the commuting population and how they get to work, from the 2005-2009 American Community Survey:

Let's combine the public transit commuters from the Hudson Valley, the City and Long Island as the total constituency of the MTA. Some of them may only use their local county bus systems or even private buses like Red and Tan, but I'm guessing that most of the commuters from outside the city ride Metro-North or the Long Island Rail Road. We have to exclude Upstate transit commuters, because those transit agencies apparently got zero capital support from the State budget. You could say that people who walked to work benefited from State DOT money, but the state DOT spends so little of its money on pedestrian infrastructure it might as well be zero. True, everyone indirectly benefits from roads because they get things delivered by truck, but the enormous inefficiencies of truck freight would probably cancel out any indirect benefit.

You can see that something's off there. Needless to say, bicyclists are a tiny share of commuters, but none of the percentages match. Now what if we allocated it differently, based on population?

So there you have it. The Upstate drivers, led by Tom Libous and John DeFrancisco, and the Long Island drivers, led by Majority Leader Dean Skelos and Transportation Chair Charles Fuschillo, each got over $112 million more than they would if it were based on simple commuting numbers. City drivers, led by Republicans Marty Golden and Andrew Lanza and Independent Democrats Jeff Klein and Diane Savino, got $163 million more. A tiny bit of this ($20 million) came from Hudson Valley drivers, but the vast majority, $369 million, came from city transit riders.

There is no "parity" here, even for drivers. The formula is simple: the more powerful "legislators" get more money for their constituents, and every driver is worth as much as 4.5 transit riders.

Keep this in mind next time you hear Skelos, Fuschillo, Golden, Lanza, Klein and Savino complaining about MTA cuts. They may act like they care, but when the money's on the line they're not fighting for transit riders.

Why I care about transportation in the suburbs

If you read my posts you'll notice that I live in the city, but I talk a lot about transit and roads in suburban counties like Rockland and Bergen. You might be wondering: why do I bother? Why not just let them have their roads and parking lots, and focus on my own transit and sidewalks?


Sometimes I even ask myself that, but I actually do have a good reason, with several consequences. The fact is that we live on one planet, in one country, and in one region. Within that region, I live in one state with lots of suburbs in it. New York City is not hermetically sealed off from these suburbs. They affect our lives, in terms of carnage, pollution, resource consumption and socialization. And of course, they affect our lives politically.

Of the cars that drive through my neighborhood, polluting and killing, many come from Long Island. Many more would be on the Long Island Expressway if it weren't full of people driving in from Long Island. Many of the teachers, police officers, firefighters, merchants, doctors and bureaucrats who work in my neighborhood live on Long Island and drive in. Some live even further, in Staten Island, Westchester and Rockland.

The air and water pollution from suburban cars gets borne by wind and water currents and winds up in my lungs and on the beaches I go to. Every gallon of gas burned in one of those cars is one less gallon that will be available to my grandchildren for energy, for plastic or for fertilizer. Every ounce of steel and rubber is one more ounce that will not be accessible without energy-intensive recycling. And of course, when they want "parity" for their roads, it's our tax dollars that go to build them, and rebuild them, and widen them....

The suburbs also affect our lives culturally. In my neighborhood in Queens, the non-car-owning half of the population primarily looks to Manhattan and its streets, while the car-owning half mostly looks to Long Island and its malls. But there is a large middle chunk of the population that looks both ways: drivers who take the subway in to see a Broadway show and walkers who bum rides to Roosevelt Field and Costco. It's especially noticeable as a parent of a small child, because many other parents, and magazines like Queens Parent, orient their lives around car-dependent destinations like the Alley Pond Environmental Center and the Long Island Children's Museum.

Most importantly, they affect our political lives, which means that they exert control over the laws and budgets that affect transit and walking. The leaders of the fights against congestion pricing and the Ravitch plan were legislators from Westchester and Long Island, but also from eastern Queens, the northern Bronx, southern Brooklyn and Staten Island. Drivers from the fringes of the city have provided critical margins for Rudy Giuliani, Christine Quinn and George Pataki.

It's true that there are plenty of politicians in the City who drive and who pander to those who drive. But many of them are on their way out, and others are changing their tunes. We need to make sure that the suburbs change their tunes too. We can't let the suburbs do what they (or at least their leaders) want. Their decisions affect our money, our air, our water,our culture and our safety.

Guest post: the source of the Long Island Bus crisis

For those of you that don't know, Nassau County officials have been neglecting to pay the MTA for providing the service run by Long Island Bus. As a result, the system has been in danger of either facing steep reductions by the MTA or facing privatization.

The situation has recently been resolved in the following way: The State Legislature has given the MTA $8.6 million on behalf of Nassau County to continue operating the bus service at the current levels. However, after January 2012, the system would be turned over to a private company to operate with a subsidy.

A small portion of the blame for the high cost of these routes is poor practices on the MTA's behalf. There are instances where buses deadhead very long distances when they could be making a revenue trip for a portion of that run, and there are several route restructurings that could be considered. For instance, combining the N24 and N51, would give riders along Merrick Avenue access to the Mineola LIRR station. Although this probably wouldn't generate enough ridership to save the N51, it would make it more cost-efficient in the interim.

Although part of the blame for these reductions lies on Nassau County executives for shortchanging the MTA, part of the blame lies in the fact that many of the people in Nassau County have an anti-transit attitude, similar to the attitude that can be found in many other parts in the country.

For instance the N22 and N73/N74 could've gotten more ridership if they were extended from the Hicksville LIRR station to the Broadway Mall, which is a short 1/2 mile trip. Since the routes end at the Hicksville LIRR station, riders must either walk or transfer to the N20, N48, N49, N50, N80, or N81 routes. Although it may appear at first that there are a lot of routes to transfer to, those routes run at a low frequency. At the height of rush hour those routes run roughly 8 buses per hour, which results in a frequency of approximately 8 minutes (though buses tend to be scheduled in pulses, to meet with LIRR trains). Off-peak frequency can range from 2-6 buses per hour. In any case, making a transfer when carrying shopping bags tends to make transit a very unattractive option, and in this case, the transfer could've been avoided by a short extension.

However this wasn't done because the owners of the mall didn't feel that it was worth the cost to maintain a bus station within the mall and residents in the community felt that the buses would attract the wrong type of people to shop at the mall.

Another part of the problem is that the wide roads in Nassau County entice people to drive, and many of those roads (particularly in Eastern Nassau County) have poor transit service, with buses running every 60 minutes without Sunday service. Here in NYC, we have some wide roads, but they generally have good transit nearby: A train, or at least a frequent bus route serves the corridor.

Another problem is the fact that park-and-rides were built to accommodate too many cars. Park-and-rides are not the answer. Stations like Hicksville have more parking spaces than daily commuters. Had there been fewer parking spaces, there would've been more of an incentive for people to buy a UniTicket and use the local bus to commute to the LIRR station, rather than driving. This program idea has been fairly successful at the other end of Nassau County in Great Neck, where, although the surrounding areas are fairly affluent, the ridership on the buses that feed into the Great Neck LIRR stations is relatively high for the simple reason that parking isn't as easy to find.

Overall, although Long Island Bus is saved for now, the reality is that Nassau County cannot go on maintaining the status quo. The fact that Long Island is more spread out means that the private operator is likely to be stingy with the service it provides, and the fact that people have an anti-transit mentality is what caused this situation in the first place. Ideally, we should encourage the building of higher density housing closer to LIRR stations, and locate office parks closer to these stations for reverse commuters from NYC. Residents would be lured to these dense developments, and would provide more support for transit subsidies rather than road subsidies.

As a result, Nassau County will become more sustainable in the face of rising oil prices. Residents working in Manhattan would be able to walk (or take a bus) to the LIRR rather than drive, and residents working in the office parks located near the LIRR would either be able to take the LIRR or take LI Bus as a crosstown service to access their jobs, and the service would run more frequently as a result. Low-income workers would no longer be faced with the financial burden of owning a car, and would be able to use the frequent east-west bus service (the dense housing would provide enough demand for transit that it could be split with the LIRR and LI Bus running in the same corridor) to access their jobs.

Some people may feel that the areas near the LIRR stations would become too ”urban” for them, since there would be more dense housing there to support the transit services in the area, and they would want an area that is quieter and more spread out. However, they can buy a larger house or apartment in a walkable area away from the LIRR, along a frequent bus route. The route doesn’t have to be as frequent as the Manhattan crosstown routes, but a headway of 10 minutes during peak hours and 15 minutes during off-peak hours would be sufficient to maintain a quiet lifestyle while still not having to own a car.

The development of more dense housing surrounding the LIRR can be done in a gradual manner. First, the price for parking in LIRR stations can be raised to a point where people find it more economical to take LI Bus to the LIRR station (some people might find that it isn't worth owning a car at that point, since they won‘t even be using for their commute). Then, when the demand for parking spaces is lowered, the land can be sold off and converted into residential units or office space.

Although we could potentially see some progress with projects such as the LIRR Main Line 3rd tracking project being designed, this cannot come quickly enough, and, as a result, everybody will suffer. People will remain stuck in traffic on the LIE, while low-income workers will be faced with the choice between purchasing an automobile or relying on infrequent buses that may not be there the next day.

A regional perspective on inefficient transportation

A lot of people appreciated my last post on the distribution of road fatalities across the region: it was featured on two Streetsblog posts, "Today's Headlines" and Streetsblog.net. Tonight I'm going to turn to another goal, increasing energy efficiency.

Our transportation system is incredibly inefficient, as you can see in this awesome infographic from Good. 75% of the 27 quadrillion BTU of energy spent on transportation is wasted. To a large extent it's because when we want to transport a 150 pound person (sometimes with a couple hundred pounds of other people or supplies, often not), we frequently use a large internal combustion engine to transport a 2-3 ton metal shell with them. When we want to transport ten thousand cubic feet of stuff, we frequently put it into containers of one or two thousand cubic feet, each with its own driver and a ton of internal combustion engine.

These cars and trucks have also allowed us to sprawl out our houses, jobs, schools, stores and entertainment, so that people who live, work or shop in newer developments often spend hours of each day shuttling between them in cars, and goods that were once transported a few blocks by backpack or handcart are now carried for miles in trucks.

The easiest way to measure energy expended on transportation is by vehicle miles traveled (VMT). Sure, some of those vehicle miles are absolutely necessary and efficient, but most of them are transporting one person and a briefcase from McMansion to office park, and others are carting a load of toilet paper from warehouse to big-box store. They also give us a sense of the counties' contributions to greenhouse gas emissions. Here is a map of VMT per capita by county for the tri-state region in 2005:


I got the data from an Excel spreadsheet that someone at the EPA helpfully posted online. The Center for Neighborhood Technology writes, "The EPA obtains VMT estimates that the U.S Federal Highway Administration collects from state bureaus of transportation. The states formulate the estimates by conducting traffic counts in each county and projecting those figures to arrive at an estimated miles traveled per year in each county." The 2008 data is available (and here are the state and county FIPS codes, so you know which files to download; they're also in the 2005 spreadsheet), but I can't find a nice spreadsheet for 2008.

I used a blank county map from the Tri-State Weather forum that turned up on Google Image Search, and colored the counties by VMT per capita: the darkest counties have over 12,500 VMT per inhabitant, and the lightest less than 5,000.

Putnam County in particular is off the charts, with 3.09 billion vehicle-miles traveled for a population of only 99,270, for 31,077 VMT per capita. Orange and Suffolk followed, with 13,171 and 12,682 VMT per person. There's a "Borscht Belt" (thanks to commenter CityLights) of milder sprawl beyond them, stretching from Warren through Sullivan to Dutchess, all in the 10,000-12,500 range, along with the raised-ranch and office-park counties of Bergen, Morris and Middlesex. The other Central Jersey counties plus Rockland, Westchester, Nassau and Connecticut are all in the 7,5000-10,000 VMT per capita range, and then Ocean, Sussex, Passaic and Hunterdon are in the 5,000-7,5000 range. The lowest per capita range includes the five boroughs of New York City plus Hudson County, NJ.


Now let's take a look at how the counties contribute to the overall energy efficiency and emissions of the region. As before, Putnam's large per-capita figure accounts for only two percent of all vehicle miles traveled. Suffolk again leads the pack with 13% of the total, despite only having 7% of the region's population. The top nine counties account for a majority of all VMT in the region: Suffolk, Nassau, Westchester, Bergen, Queens, Middlesex, Fairfield, Monmouth and New Haven.

The three counties that appeared both on the fatalities list and the VMT list are Suffolk, Nassau and Queens. I'm seriously thinking that the best thing we could do to save lives and reduce our region's energy consumption and greenhouse gas emissions would be to tear up the Long Island Expressway and replace it with a new train line.

That's right, folks, it's time for another installment of What If?, where we look at some boneheaded move and ask, "What if the people in charge of this transit agency actually gave a fuck about their passengers?" The agency in question is the Long Island Rail Road, and really, can anyone think of a transit manager anywhere in the region who's done more to screw her passengers, transit advocates, and the people of New York than Helena Williams?

Back in August, you remember, there was a nasty fire in a 100-year-old switching board in Jamaica, that screwed up every LIRR rider's commutes for days, and I asked, what if the people in charge wanted to provide some redundancy to mitigate the effects of a disaster like this? Well, nobody's said boo about that, but a big irony that many people mentioned was that the switching board in question was almost ready to be replaced with a modern, computerized, centralized system.

Now it's time to do that replacement, and naturally, it's much easier to do that when the tracks are not actually in use. It makes sense that the Rail Road would run significantly reduced service. It just doesn't make sense how reduced their plans are. When I first saw the notice, I thought it must be some kind of joke. Especially this paragraph:
As a result of the extremely limited service, the LIRR advises that only customers traveling for essential business – such as first responders (police, fire) and service employees with no other alternatives – should use the LIRR during these two weekends. Customers traveling for recreational purposes during this period should consider travel on the Port Washington Branch or other travel alternatives.

Okay, seriously, what the fuck? If anyone thinks the LIRR is in it for the money, this should cure them of that illusion. If this were a for-profit business, its competitors would be salivating at the chance to snatch up disgruntled customers.

The notice is clearly written by someone who thinks that everyone on the island has cars, nobody but "first responders" actually needs to take the train, and weekend service is some kind of giant amusement park ride operated at great expense for people who are too lazy to drive themselves around. The idea that there are people who live or work within walking distance of a stop on the affected lines (all of which are more than a mile from the closest stop on the Port Washington Branch), and might not have an easy time driving themselves for one reason or another, seems utterly foreign.

During these two weekends, there will be no service at all on the Flatbush Avenue branch to Brooklyn, and no service between Jamaica and Mineola on the Main Line. There will be hourly service on the Long Beach and Babylon branches, with connecting service to Far Rockaway and infrequent diesels to the East End. There will be a weird hourly diesel-electric service that will express out to Babylon (but not stop), reverse over the old C.R.R.L.I. towards Bethpage (but not stop), and then go forward to Ronkonkoma (but not continue to Greenport).

There will be hourly buses from Jamaica to Mineola, where passengers can take electric shuttles to Huntington, connecting to a diesel shuttle to Port Jefferson, or a more infrequent diesel shuttle from Mineola to Oyster Bay. Every two hours, there will be a bus from Jamaica to Queens Village that will meet a shuttle to Hempstead. There will be no service on the West Hempstead Branch, but it turns out that there's been no weekend service on that branch for several months now.

There are several weird things about this. The most obvious is why they couldn't stop the Ronkonkoma diesel-electric express in Babylon, and time the Montauk trains to connect with it, shaving off some time for people going to the East End. Also, why not just reverse that train all the way to Hollis, and have a connecting train take people out to Ronkonkoma? Or have the diesel-electric express connect with a Ronkonkoma-Hollis train at Bethpage?

Another is that, given that it's weekend traffic and not beach season, why they couldn't have worked with a bus operator to run buses directly from Mineola into Penn Station and Downtown Brooklyn.

Instead, they just throw up their hands, say "Sorry!" and basically encourage anyone on Long Island with a car to drive into the city. I'm sure a ton of them will wind up on Queens Boulevard. Thanks, Helena Williams!

Black swans over Long Island

Last week Planet Money had a great "Deep Read" with economist Nassim Taleb. Taleb's major point is that when you're vulnerable to "black swans" - rare and unpredictable, but high impact events - you need to invest in reserves and redundancy to be able to survive them.

It's an argument that all transportation providers should pay attention to, but railroads in particular are dependent on linear infrastructure. The current mess with the Long Island Railroad's switches in Jamaica show that at least one railroad isn't getting it.

The vast majority of train trips on the LIRR go through Jamaica. That's great for transfers, but it sucks for redundancy. You would think they'd have a backup plan, but apparently the MTA prefers to let the riders - and the taxpayers - bear the full brunt of any black swans that affect Jamaica.

Yup, that's the kind of perverse thinking the public authority structure encourages. If we had a sane system, Helena Williams' head would already be on a pike for giving public property to Bruce Ratner for nothing. Well, if we had a sane system, Williams would probably never have been allowed anywhere near the top post, and maybe we'd have someone competent actually running the railroad.

But now it's time to pull out a game I like to play whenever there's a major, but avoidable outage that affects millions of people: what if the people in power actually gave a shit? In this case, what if they wanted to build redundancy into the Long Island Railroad? What if the government had a giant Keynsian stimulus program, and money were no object?

Ideally, the Central Railroad of Long Island, which ran from Flushing to Floral Park along the route of what's now the Brooklyn-Queens Greenway, would never have been torn up. It could potentially be reconstructed, or a southern bypass created under Rockaway and Linden Boulevards. Even a through connection in Jamaica bypassing the main station there would prevent some events from completely disrupting service.

If we give up on a rail-based solution, then a bus-based one is the next best thing. If I were the LIRR president, on Monday I would have sat down with the heads of Long Island Bus, the MTA Bus Company and New York City Transit to get every available bus running parallel routes.

I would also have gotten on the phone with Long Island Transit, Hampton Jitney, Joel Azumah and any other licensed operators interested in providing temporary service. I would have told them to take anyone who showed them an unused LIRR ticket, and paid them by the mile. If I were the Governor, I would have ordered the State DOT to set up bus-only lanes on the LIE so that those buses wouldn't all be sitting in traffic.

A real powerful response like that would have earned back some of the LIRR's customer loyalty that's been eroded over the years, and made it more likely that Long Island's representatives will support the MTA in the future. Instead - from a Governor who grew up on Long Island - we got lame excuses, finger-pointing and stranded customers.

Farebox data for Long Island Bus

Back in February, I discussed the farebox recovery ratios of bus routes within New York City. Now commenter George K has prepared a guest post based on the data for Long Island Bus.

New York City's relatively high farebox recovery ratios can be explained by a combination of factors. One is the higher density within the boundaries of New York City compared with the suburban-type density of Nassau County. Another factor is the abundance of autoless households within NYC that are essentially transit-dependent.

Nassau County lacks both of these features. With a population density of 4,735 people per square mile (according to City-Data) and rates of auto ownership of close to 90%, Nassau County is very auto-centric.

Since there was only one route that turned an operating surplus (the N40/N41), I have decided to group the routes into categories based on their overall farebox recovery ratios (Note: This is before the service reductions were implemented).

>100%: N40/N41

75%-100%: N6

50%-75%: N4, N15, N16, N22, N23, N24, N31/N32, N35, N43, N48/N49, N58, N70/N71/N72

25%-50%: N1, N2, N3, N17, N19, N20/N21, N25, N26, N27, N28, N33, N36, N45, N46/N47, N54/N55, N57, N62 Industrial, N65, N79, N88, N94

<25%: N8, N14, N50, N51, N53, N62, N66, N67, N73/N74, N80, N81, N87, N93, N95

I notice a pattern in each category:

>100%: The N40/N41 connect the Freeport, Hempstead, and Mineola Long Island Railroad stations, essentially providing a crosstown service. These lines run perpendicular to the Long Island Railroad, connecting 3 major transit hubs.

75%-100%: The N6 runs between the Jamaica Transit Hub in Queens and the Hempstead Long Island Railroad station. Once again, the N6 feeds into 2 major transit hubs and goes into New York City where, as mentioned earlier, there is a higher population density, and a higher proportion of autoless households.

50%-75%: These routes are generally oriented towards the western part of Nassau County. Some of these routes (the N4, N22, N24, and N31/N32) go into Queens and connect with the subway. Others, like the N15 and N16 connect minor hubs (like Rockville Center and West Hempstead), and run on corridors with enough demand to be split between bus routes (like the N70/N71/N72)

25%-50%: These routes tend to radiate out of major transit hubs into areas with less demand.

<25%: These routes are the “coverage” routes, many of which have been eliminated. These routes tend to go from sparsely populated areas into minor hubs, meaning that there isn’t a lot of demand in those corridors.

As the Cap'n stated in another post about the G train, subsidizing transit would be more efficient if competing highways weren't also subsidized. On Long Island, there are a lot of open highways, which are much more attractive than buses in Nassau County. As a result, everybody suffers. Transit users suffer because only the bare minimum of service is provided and auto users suffer because they end up having to pay taxes because the farebox revenue doesn’t cover as much of the operating costs as it should.

NYC-area bus networks - east vs. west

The greater New York area has one of the best train networks in the country. However, there are some major gaps in this network. West of the Hudson, these gaps are filled by an extensive bus network. It's not as convenient as the train, but most towns from Point Pleasant Beach to Albany have daily bus service, with routes stretching deep into the Poconos and Catskills. These are relatively new, clean, comfortable buses, and most of northern New Jersey has hourly service or better. Much of it is provided by private operators at a profit.

Now let's look east of the Hudson. There are three major private companies, which stick to established routes: Bonanza up the Hudson and Housatonic valleys; Bonanza, Peter Pan and Greyhound along the shore and up the Connecticut River valley.

The State of Connecticut and the New York counties of Westchester, Putnam and Dutchess run subsidized bus systems, much of which is the infrequent, indirect "charity bus" service familiar to transit advocates from other parts of the country. Of these public systems, only one, the Westchester Bee-Line, brings passengers to the city, and only one Bee-Line route, the BxM4C, goes to Manhattan. (Judging by the name, I'm guessing that this route is a relic of the express bus routes formerly operated by Liberty Lines, which runs the Bee-Line system under contract to the county. The BxM4A and B, which did not go into Westchester, are now operated by the MTA Bus Company.)

On Long Island, there's one major private bus company, Hampton Jitney, which offers near-hourly service from Manhattan to and from the South Fork, and less-frequent service to the North Fork and Westhampton. Intercity carriers New York Trailways and Coachusa each offer three runs a day from their core areas in the Catskills and Adirondacks through Nanuet, White Plains and Queens Village to Hempstead and other major towns on Long Island. I'm pretty sure that Greyhound offers at least one run a day, but I don't have more details.

Local bus service in Nassau County is provided by Long Island Bus, which is under the MTA umbrella. There is very frequent service on some lines (for example, Hempstead Turnpike sees buses every few minutes at some times), and others not so much. The Town of Huntington is served by Huntington Area Rapid Transit, and the rest of Suffolk County by Suffolk Transit, and both of those are charity bus services.
